Job description: Dalhousie Financial Services strives to provide the highest quality financial services and information to ensure the effective stewardship of University assets to the benefit of students and scholarly activities. Financial Services is a core service unit of the University, providing services in areas of financial accounting, budgeting, procurement, payroll, cash management, and financial systems and policies. Reporting to the Director Procure to Pay Services, the Manager, Strategic Procurement is responsible for ensuring the effective and efficient sourcing of goods and services. The Manager is accountable for delivering high-quality, cost-effective, best-value procurement services to meet the operational requirements of all university units.
Key Responsibilities
- Researches, promotes, and manages best practices for university procurements to ensure the best value for money while mitigating risk and meeting university needs, interests, and requirements.
- Proactively leverages spend data to identify opportunities for savings through negotiating preferred supplier agreements and prequalifying vendors to streamline procurement activities.
- Ensures open, fair, equitable and transparent opportunities for qualified vendors to earn Dalhousie’s business.
- Promotes the code of conduct, supplier diversity and sustainability in all procurement activities.
- Subject matter expert related to compliance with procurement-related legislation and trade agreements at the provincial, regional, national, and international levels.
- Ensures systems, processes and staff resources effectively support Procurement Procure to Pay operations.
NoteThe successful applicant will be eligible for hybrid work (combination of in-person work on campus and remote work) as agreed by all parties based on operational requirements and university guidelines.Required Qualifications
- Undergraduate Degree in business or a related area, with a minimum of seven years’ in strategic sourcing, procurement and category management (or an equivalent combination of training and experience).
- Certified Professional Purchaser/Manager (eg. SCMP/CSCM) designation from a recognized purchasing association/organization or other similar designation.
- Experience in leading Request for Proposal (RFP) projects and conducting competitive bidding.
- Managerial experience with proven managerial, leadership and coaching skills.
- Persuasive and effective communication (verbal and writing) skills. Ability to negotiate to secure favorable terms and conditions with suppliers while building and maintaining relationships.
- Proficiency in data analysis to evaluate supplier performance and make strategic decisions.
- Proven ability to think strategically and execute on strategy.
Assets
- Experience with e-procurement solutions.
- University experience or experience in a similarly complex organization.
