Job description: Role: Sr. Consultant – (BCMHSUS Measurement Based Care)
Location: British Columbia – Canada (Remote)
Duration: 6 Months of contract with possibility of extension.Experience Required:
- 5 or more years’ experience working within mental health system
- In-depth knowledge of client journeys within mental health and available data and clinical system (e.g. CST Cerner)
- Experience gathering requirements for several large clinical change initiatives
- Quality indicator development, measurement frameworks
- Workflow analysis and documentation
- Reaching consensus with clinicians.
Overall Project Management and Coordination
- Initiate and oversee the entire project
- Create project plan and coordination of engagement sessions with participants
- Coordination of engagement sessions with participants
- Regular status updates to those outlined in section 2.4
- Development of engagement strategy for two workstreams
Environmental Scan [September – October 2024]
- Scan for clinical minimum data sets, data repositories/linked administrative data sets for similar populations of interest in other jurisdictions (e.g. Ministry MRR, OMHRS)
- Deliverable: Inventory of clinical quality indicators and benchmarks for similar populations and/ or clinical programs
Clinical Minimum Data Set [September – December 2024]
- Current state assessment for inpatient programs in clinical systems (e.g. CST Cerner)
- Engagement sessions to identify, draft and finalize clinical minimum data set (MDS)
- Deliverables include:
- Defined clinical MDS for BCMHSUS client populations
- Value proposition, use cases and alignment to clinical and quality indicators
- Business and technical requirements to support clinical MDS
- Gap analysis between current and target state including operational impacts (e.g. clinician workflow changes, clinical system data capture, data access and outputs for clinicians)
- High-level implementation plan and recommendations
- Obtain sign-off by BCMHSUS executive leadership team on the clinical MDS
Longitudinal Client Journey Data Mapping [September – December 2024]
- Engagement sessions to identify data required to create complete longitudinal care picture for client populations
- Deliverables include:
- High-level feasibility assessment of identified data sets (i.e. access and availability, data quality, standardization)
- Prioritized use cases and data sets
- Data inventory map
Out of Scope for Phase 1:
- Technical Solution design
- Implementation of MBC and Longitudinal Client Journey
